Goblins are an offshoot of the orcs. As the orcs were being pushed back in the second age a warband held themselves up in the mountains waiting for more orcs to land. More warbands never landed and the orcs headed into the deep caves in search for food.
Over time they changed from the large muscular form of orcs to smaller, thinner and sickly creatures. Occasionally the goblins leave the caves on giant spiders and other creatures of the caves and raid.
